2001年,四川峨嵋山市为修建“绿色旅游通道”,拆除了境内四镇一乡1100多户农家的住房,但农民并没获得合理补偿,许多人“失地、失业、失家园”,只能在窝棚中苦度日月。他们的苦境被四川省人大常委会委员、西南交通大学教授张世昌偶然注意到了。几年来,张教授多次下乡考察,并联络另外13位委员上交提案、一再督办,但基层政府巧妙周旋,问题至今没有得到完满解决。
