A Taiwan “Public enterprise ” refers to the profit-making business which the government holds over 50% of the total equity, with a total of nearly 100 enterprises. It covers a very wide range of industries, but mainly focuses on the upstream and mid-stream industries such as heavy chemical industry, transportation, public works and financial insurance, as well as important departments related to the “national economy and the people’s livelihood.” Politically, the public enterprise is the economic foundation of the Kuomintang regime. In the economic field, the public enterprise is a powerful tool for the authorities to directly participate in and intervene in the economic operation. It not only becomes an important source of revenue for the authorities but also helps stabilize prices and prevent private individuals
