腐败及其治理不啻为时下官方和民间关切和热议的一个重要话题,一件件反腐文件相继出台和一个个“老虎”贪官接连被打,犹如一场场反腐风暴震撼人心,罕见的反腐力度和治腐成效进一步坚定了人们对我国廉洁政治期盼的信心。而与此同时,也有两个问题值得我们深思:一是这种经由高层权力推进的权力反腐方式能否“经常”和“长久”?因为此前多次类似的反腐风暴最终并未取得很好成效,思路和方式的一贯性难以排却人们的疑虑,诚如马克思说过:“一切已死的先辈们的传统,像梦魇一样纠缠着活人的头脑”。(2)二是由于自下而上的公民参与反腐措施的缺乏可能招致“叫好不叫座”的尴尬现象,如透明国际组织新近发布的2014年国际清廉指数排行榜,中国的排名为第100位,反而比
