11月1日,飞雪漫天,气温骤降,让毫无思想准备的北京市民有如经历一次“突发事件”考验。北京市政府当天作出提前供热的决定,要求全市所有能启动的锅炉都紧急点火运行。此消息令瑟瑟哆嗦的人们真有种如沐春风的感觉。但连等三天后,很多市民除了等来北京日报一篇题为“全市六成锅炉点火运行”的报道以及自然回升的气温,却并未等来一丝热气。
