The 11th meeting of China-Russia Task Force on Civil Aircraft was held on November 30 in virtual form, which was moderated by Guo Chenguang, Deputy Director-General of Standards Innovative Management Department of SAMR, and Mr. Anton Shalaev, Head of the Federal Agency on Technical Regulating and Metrology in Russia, and attended by 40 experts from enterprises, research institutions, standardization bodies of the two countries.

文章运用DEA-Malmquist指数分析法,从静态和动态角度对2006—2018年新疆十四地州公共物品供给效率进行测度和分析.实证结果显示:从静态角度分析,公共物品供给效率均值呈上升态势,供给增量和存量有所提高,但不同年份不同地区公共物品供给效率有所差异,整体没有达到DEA有效.从动态角度分析,公共物品全要素生产率年均值小于1,公共物品全要素生产率仍未摆脱衰退的局面.基于此,可以从调整公共物品供给结构、加快技术进步、推动体制机制创新等方面寻求新疆公共物品供给效率提升的路径.
