改革开放以来,随着经济体制改革的深入和政治体制改革的逐步推进,我国的干部人事制度改革已经取得重大进展。领导干部的实绩考核,作为干部人事制度改革的一项重要举措,越来越引起各级党委、政府和社会的关注与重视。1995年8月中组部《关于加强和完善县(市)区党委、政府领导班子工作实绩考核的通知》下发以后,各地认真实施,积极探索,取得了一定效果。但由于各地情况不同,对干部人事制度改革的着力点不同,考核的客体差别较大,从而导致考核工作的模式不一,发展不够平衡。鉴此,研究和探索建立规范的领导干部考核机制,在当前就显得尤为重要和迫切。
