石油战略储备在平时虽然不被动用。但对稳定国际油价,影响石油输出国的政策及调整市场心态,具有不可忽视的静态威慑作用。近日,镇海、黄岛、岙山和新港,这4个国家石油战略储备基地的一期工程建设正式启动。据悉,国家石油战略储备一期工程建设资金为98亿元,其中国家开发银行给予政策性贷款88.6亿元,一期工程的储量要达到1600万立方米。一家海外媒体曾预言,中国搞石油战略储备,无法从根本上解决国际油价波动对中国经济的冲击。国家发改委能源研究所副所长韩文科的回应是,中国石油战略储备是一个长期过程,不能一蹴而就。国家战略储备应该采用多种方式。
