有媒体报道,十六大以来,我国引进国外智力卓有成效。国家有关部门起草制定了引进国外智力“十一五”规划和外国专家来华工作条例。仅2006年,全国就聘请了外国专家、港澳台专家40万人次,选派近4万名各类人才出国(境)培训。目前,北京已有超过10万外籍常住人口,上海有7万余人,深圳也迅速增加到2万余人。
Some media reports said that since the 16th National Congress, the introduction of foreign intelligence in our country has been fruitful. Relevant departments of the state drafted and formulated the regulations on the introduction of foreign intelligence, the “Eleventh Five-Year Plan” and the work regulations of foreign experts in China. In 2006 alone, 400,000 foreign experts, experts from Hong Kong, Maucao and Taiwan were hired nationwide to send nearly 40,000 people of all kinds to go abroad for training. At present, there are over 100,000 permanent residents in Beijing, more than 70,000 in Shanghai and more than 20,000 in Shenzhen.
