新型农村社会养老保险制度①的初衷绝对的是好的,其关键在于落实。之前有宝鸡的初探,随之而来的是2009年末的全国10%的试点,“新农保”预计在2020年实现全国覆盖。那么,在试点实施过程中制度实施的重难点是什么,遇到的困难有哪些,展现的农村居民的思想观念是什么,这些问题是本文即将阐述的内容,谨期望笔者的研究能对即将惠及更多农村居民的“新农保”更加完善的实施提供参考。
