在过去的几十年中,世界经济的最显著变化是贸易的重要性不断上升。美国之所以能在20世纪90年代创造低通账、低失业率的局面,消灭长期以来困扰美国经济增长的巨额财政赤字,实现较长时间的平稳增长,归根结底是由于对外贸易发展的推动。为了进行正常的生产与经营活动,美国企业必须面向国外市场,为其过剩的商品与劳务寻找出路。90年代以来,美国所提供的商品与劳务每年有10%以上是靠出口来维系的,而且,美国出口贸易的增长率一直快于经济增长率,如1997年美国国内生产总值的增长率为3.8%,而美国商品和服务的出口速度比整体经济快3倍。这一切均离不开克林顿政府所采用的对外贸易政策——战略性贸易政策。
