农村土地流转和规模经营是发展现代农业的必由之路。在土地流转初期,农发行要紧紧依靠政府,加大研究力度,加快支持农村土地流转和规模经营试点工作步伐,积极探索适合农发行的办贷和管贷模式。2014年2月,农发行正式开展了农村土地流转和规模经营试点工作。一年来,各试点行高度重视,精心组织,深入调研,结合当地农村土地流转和规模经营实际,制定和完善实施方案,明确支持重点,严格筛选企业,并在担保方式和办贷管贷模式创新方面做出了一些有益的探索和尝试。本文着重介绍农发行目前土地流转及规模经营业务的开展情况、支持模式、当前遇到的困难和问题及下一步工作思路。
Rural land transfer and scale management are the only ways to develop modern agriculture. In the early stage of land transfer, the ADBC should rely on the government, increase research efforts, speed up the pace of supporting rural land transfer and pilot scale operation, and actively explore for the Agricultural Development Bank loan and loan management model. In February 2014, ADBC officially launched the pilot program of rural land transfer and scale operation. Over the past year, the pilot banks have attached great importance to this project and meticulously organized and in-depth investigations and research. In combination with the actual circulation of land in rural areas and the actual scale of operation, the Pilot Departments formulated and perfected the implementation plan, clearly supported the key points, rigorously selected the enterprises, and innovated the guarantee mode and loan- Made some useful exploration and try. This article focuses on the present situation of land transfer and scale operation of ADBC, its support mode, the current difficulties and problems and the next work train of thought.
