2007年3月,胡锦涛总书记为重庆作出了“3·14”总体部署,要求把重庆加快建成西部地区重要增长极、长江上游地区的经济中心、城乡统筹发展的直辖市,在西部地区率先实现全面建设小康社会,将重庆这座内陆城市在国家战略中的地位提升到了前所未有的高度。此后不久,国务院印发《关于推进重庆统筹城乡改革和发展的若干意见》,明确提出支持重庆积极探索内陆地区发展开放型经济的新路子,将重庆进一步扩大开放、建设内陆开放型经济高地提升至国家战略高度。
