在施工管理过程中,安全、质量与进度,可以说是最为人们所关注的几个要素。如何摆正这些要素的位置,理清之间的相互关系,理所当然地成为管理中的关键性命题。对于施工企业来说,最关心的自然是效益,而质量和进度是获得效益的直接保证;业主最关心质量,对于工程进度也有量化的要求;安全,则与现场施工人员的切身利益密切相关。表面上看,不同的主体对于各个要素的侧重点各不相同,似乎质量、进度之间的联系更紧密一些。但质量、进度的趋向是可逆的--若质量和进度没有控制好,可以通过返工整改、加班加点、索赔与补偿的方式加以弥补。而一旦出现安全事故,
