6月7日由水利厅和司法厅联合举办的学习贯彻《水法》座谈会在西安召开,参加会议的代表有省市行政部门、科研单位、大专院校的教授、专家和工程师计30余人。会上代表们发言踊跃,一致认为《水法》的颁布是广大群众和各行各业盼望已久的喜事,是历时达10年之久,经过辛勤劳动,不断总结建国以来开发利用水资源、兴利除害的宝贵经验的结晶。它的颁布是全国依法治水、管水、用水的一件大事。会上、陕西省水科所高级工程师李崇智在发言中就目前我省水资源开发利用存在的问题指出过去无法可依,无章可循,管理混乱,强凋必须统一管理机构,加强领导,改变和解决
