行政紧急权是一把双刃剑,行使不当或滥用往往会导致对公民基本权利的侵犯,同时也会滋生腐败。为了确保政府在紧急状态应对中正确、有效地行使行政紧急权,减少和杜绝侵犯公民基本权利和腐败的发生,实现紧急状态下政府行政紧急权的行使和公民权利保护之间的平衡,促进和提高政府的执政能力,我们要将行政紧急权纳入到宪法和法律的调整中;要加强对权力行使者的教育和培训。
