权力机关的纵向关系即各级人民代表大会及其常委会之间的纵向关系是近期以来一些实际工作者和理论工作者议论颇多、争论较大的问题之一。争论的焦点是权力机关的纵向关系是否领导关系或者应否建立权力机关纵向的领导关系。不少人,尤其是一些在基层人大工作的同志主张权力机关上下级之间是领导关系,或者主张建立权力机关上下级之间的领导关系。其主要理由是:(1)政府系统上下级之间是领导关系,权力机关建立了纵向的领导关系便于实现对政府的监督;(2)
The vertical relationship between the organs of power, that is, the vertical relationship between the people’s congresses and their standing committees at all levels, is one of the most debated and controversial issues discussed by some actual workers and theoreticians in the near future. The focus of the debate is whether the vertical relationship of the organ of authority leads the relationship or whether the vertical leadership of the organ should be established. Many people, especially some comrades working at the grass-roots people’s congresses, advocate that the relations between superiors and subordinates of the organs of power lead the relationship or advocate the establishment of a leadership relationship between the higher and lower levels of the organs of power.
