人民代表大会制度权力配置模式有便于权力监督、中央统一领导及检察监督的优势,但权力监督制约制度亟待完善、不利于形成法治化的中央与地方关系及国家过度介入市民社会等劣势。当前,完善惩治和预防腐败制度,应当坚持和完善检察监督制度,特别是要全面加强对行政权的检察监督,强化和规范“检察一体化”体制,构建并完善对检察权自身的监督制约。
