社区文化建设是一项系统工程,政府应从建设和谐社会的战略高度认识加强社区文化建设的重要性,努力营造社区文化建设的良好氛围。社区居民共同生活于同一地域,在长时期的紧密联系中,相互交往、相互依存,产生了在行为模式、思想模式、生活方式、价值观念、民俗民风等方面逐步趋同的文化现象,形成了独具特色的社区文化。建设和谐社区文化,人的因素最重要。人是社区发展的主体,在社区文化建设中,要以人的需求为主,充分体现人文关怀,充分满足人的个性发展、兴趣志向、创造能力发展的需要,为实现社区居民全面发展创造良好条件,社区文化建设要坚持有利于社区居民的方向。
