农村基层党组织是党在农村全部工作和战斗力的基础,是党联系广大农民群众的桥梁和纽带,肩负着推动发展、服务群众、凝聚人心、促进和谐的重要职责。新形势需要地方政府切实加快农村基层党组织建设创新步伐,以进一步增强农村基层党组织的创造力、凝聚力和战斗力,把党的组织优势转化为推动地方经济社会科学发展的强大力量。浙江省富阳市采取的创新领导班子建设机制、创新党员队伍管理机制等一系列创新举措,为新时期基层党组织建设提供了一定的参考。
The basic grass-roots party organizations in rural areas are the basis for all the party’s work and combat effectiveness in the countryside, as well as the bridge and link between the party and the vast peasant masses. They shoulder the important responsibility of promoting development, serving the masses, building the public and promoting harmony. The new situation requires that local governments should earnestly speed up the pace of building and innovating rural grass-roots party organizations so as to further enhance the creativity, cohesion and combat effectiveness of rural grass-roots party organizations and turn the party’s organizational advantages into a powerful force for promoting the development of local economic and social sciences. A series of innovative measures such as the construction of innovation leadership team and the management of party members in Fuyang City of Zhejiang Province provide a reference for the construction of grass-roots party organizations in the new era.
