除了经济发展、经济结构调整、社会转型等重要约束条件之外,文化无疑是制约和影响各国社会保障模式选择,制度变迁与制度调整的重要而关键的内嵌性约束条件。也就是说,当我们超越了复杂的社会保障的机制与技术外观,将会发现制约和影响社会保障模式选择、运行轨迹、制度变迁的若干深层动因,都与福利文化的初始理念,给定的制度约束条件,多元文化融合与变迁进程中的惯习,行为模式及其演化特质等密切关联而不可分割。
In addition to important constraints such as economic development, economic restructuring and social transformation, culture is undoubtedly an important and crucial embedded constraint that restricts and affects the choice of social security models, institutional changes and institutional adjustments in various countries. In other words, when we go beyond the complicated social security mechanism and technical appearance, we will find that some of the underlying causes that restrict and influence the selection of social security modes, operational trajectories and institutional changes are related to the initial concept of welfare culture, given Institutional constraints, multicultural integration and changes in the process of habitus, patterns of behavior and its evolving characteristics are closely linked and inseparable.
