从《人民日报》读罢胡建祥的事迹后,我感慨万千,为我党有胡建祥这样的好干部而高兴,又为“第一支书”这样的制度担忧。湘阴县探索新时期、新阶段农村基层工作新方式、新方法的努力是值得肯定的。但是笔者认为,“导演”胡建祥事迹的“第一支书”制度,只能作为典型宣传引导,不能作为榜样制度全面推广。我对“第一支书”制度没有具体调查,不能说“第一支书”制度是搞形式主义,也不了解胡建祥事迹的真实性。但是我可以肯定地说,“第一支书”制度仍然是一种沿袭传统的非理性制度安排。这类制度经过几十年的实践检验,只能取一时之功,难奏长效。
After reading the story of Hu Jianxiang from the “People’s Daily”, I feel filled with emotion and are happy for our party’s good cadres like Hu Jianxiang and worry about such a system as “the first one.” Xiangyin County to explore new era, a new phase of rural grassroots work new ways and efforts of new methods is worthy of recognition. However, in my opinion, the system of “the first book” of director “Hu Jianxiang ’s deeds” can only be used as a typical propaganda guide and can not be promoted as an example. I have no specific investigation of the “system of the first branch of the CPC.” We can not say that the system of “the first branch of the CPC” is formalistic and does not understand the authenticity of Hu Jianxiang’s deeds. However, I can say with certainty that the system of “the first one” remains a tradition that follows the irrational institutional arrangements. After decades of practice, these kinds of systems can only be used for a short period of time and are difficult to play long-term.
