当前,返乡农民工问题已成为摆在各级政府面前的一大挑战。返乡农民工能否得到妥善安置,不仅是确保农民增收、维护社会稳定的头等大事,而且直接关系到保增长、保民生、保稳定目标的最终实现。返乡农民工群体的特殊性,决定了推动返乡农民工再就业必定是一项长期复杂的系统工程,必须坚持多管齐下,采取有效措施,落实积极政策,变挑战为机遇,通过引导就业、扶持创业、搞活农业,千方百计为返乡农民工谋出路。
At present, the issue of returning migrant workers has become a major challenge before all levels of government. Whether or not returned migrant rural workers can be properly resettled is not only the top priority for ensuring peasants' incomes and maintaining social stability but also the ultimate realization of the objective of maintaining growth, protecting people's livelihood and ensuring stability. The particularity of returning rural migrant workers determines that re-employment of returning rural migrant workers is a long-term and complicated systematic project. We must adhere to a multi-pronged approach and take effective measures to implement proactive policies and turn challenges into opportunities. Through guiding Employment, support for entrepreneurship, invigorating agriculture, do everything possible to find a way out for migrant workers.
