随着Ｉｎｔｅｒｎｅｔ上多媒体业务量的不断增长，ＩＰ网络应该导入ＱｏＳ技术。本文阐述了ＩＰ网络中ＱｏＳ策略控制系统的概况，详细介绍了ＣＯＰＳ协议，并提出了此协议具体的实现方案。
As multimedia traffic on the Internet continues to grow, IP networks should introduce QoS technology. This paper describes the overview of QoS policy control system in IP network, introduces the COPS protocol in detail, and proposes the concrete implementation scheme of this protocol.
