我国政府对电子商务一直采取积极鼓励的态度。目前,我国的电子商务框架已在草拟之中,“推进国民经济和社会服务信息化”已经明确写入了信息产业部的职责;1999年实施的政府上网工程,其目的也是在于促进公共信息资源上网,实现信息资源共享,建立良好的电子商务环境。 但是,不管是从技术角度还是管理的角度看,电子商务都是一个全新的课题,政府在其中起何作用,世界各国还在探索之中。电子商务的本质是自由化,它是一种市场行为而非计划行为,企业才是电子商务的主体,基于这一认识,笔者认为,我国政府在电子商务建设中的定位,应体现在以下几个方面:

Based on this understanding, I believe that the positioning of our government in the construction of e-commerce should be reflected in the following Aspects:
