转变经济增长方式是“十一五”期间的战略重点,是我国经济发展面临的最严峻挑战和最紧迫的任务,具有深刻的客观必然性。文章认为,经济增长方式的转变离不开经济发展与经济建设的主体——人,离不开人力资源的开发,而这现今恰恰是我国的薄弱环节所在。我国应从现实情况出发,大力投资教育事业,在提高人力资源素质的基础上合理配置人力资源,通过公平的竞争机制、激励机制和保护机制,实现人力资源的使用价值。
Changing the mode of economic growth is the strategic focus during the 11th Five-Year Plan and is the most serious challenge and the most urgent task for our country’s economic development. It has profound objective inevitability. The article holds that the transformation of the mode of economic growth can not be separated from the development of human resources, which is the main part of economic development and economic construction, and now it is precisely the weak links in our country. Our country should proceed from the reality and vigorously invest in education. We should rationally allocate human resources on the basis of improving the quality of human resources and realize the use value of human resources through fair competition mechanisms, incentive mechanisms and protection mechanisms.
