意见的本义是意思和见解,涵概思想、认识、观点、看法、主张、建议等。“意见”做为党的机关公文种类之一,特定为“见解”和“处理办法”。《中国共产党机关公文处理条例》对“意见”规定为“用于对重要问题提出见解和处理办法。”据此,谈两个问题。一、“意见”的特点(一)下行文。“意见”是党的系统中上级机关向下级机关的行文,属于下行文。党的下级机关不能用“意见”这一文种向上级机关行文。
