The knowledge-based economy is based on science and technology development. Information and communications technologies are at the center of economic development and play an important role in the service industry. Human resources and skills are the preconditions for economic development. The economic foundation decides the superstructure and the knowledge-based economy will have a comprehensive and far-reaching impact on international politics.
