在推进“一带一路”进程中,文化先行是推动经济投资合作持久成功的重要保障。智库的文化传播则是文化先行的核心内容。智库为文化传播提供思想和价值的原动力,文化传播则能提升智库影响力,促进智库发展。当前,我国智库在文化传播上存在内在动力缺乏、内容公信力不足、传播渠道不畅,国际影响力不强等问题。需要从推进官方智库体制机制改革,支持民间智库发展,扩大智库对外交流,开发智库专家的传播效能,增强舆论议题设置能力等方面入手提高我国智库在“一带一路”沿线国家的文化传播力和影响力,从而增强我国文化软实力。
In advancing the “Belt and Road” process, cultural advancement is an important guarantee for the lasting success of economic and investment cooperation. Cultural transmission of think tanks is the core of cultural pioneering. Think tanks provide the driving force for ideas and values for cultural transmission, while cultural transmission enhances the influence of think tanks and promotes the development of think tanks. At present, there are such problems as lack of internal motivation, insufficient credibility of content, poor communication channels and poor international influence in cultural communication. We need to improve the cultural transmission capacity of our think tanks in countries along the Belt and Road from the aspects of reforming the institutional mechanisms of official think tanks, supporting the development of non-governmental think tanks, expanding the exchanges between think tanks, expanding the communication effectiveness of experts in think tanks, and enhancing the ability to set media issues. And influence, thus enhancing China’s cultural soft power.
