科技和教育是经济发展的决定性因素 ,西部大开发必须依靠科技和教育。因此 ,科教兴国 ,西部大开发 ,必须先兴科教。为此 ,应解决以下 4个问题 :( 1)政府对教育的投入应依法办事 ;( 2 )在市场经济条件下 ,学校办学的自主权应有法律保证 ;( 3)高校后勤社会化需要得到政府的支持 ;( 4 )政府应通过建立风险基金的形式扶持和促进高新技术成果的转化。
