2003年12月27日,全国人大常委会全票通过《中华人民共和国宪法修正案(草案)》,并决定提请2004年3月5日召开的第十届全国人民代表大会第二次会议审议。2003年12月22日,中共中央对全社会公开发布了14条提交全国人大常委会的对宪法修改的建议。中共中央把对修宪的建议对外全文发布,这在历次修宪的过程中尚属首次。修宪最主要是将“三个代表”重要思想写入宪法。
On December 27, 2003, the NPC Standing Committee unanimously approved the “Amendment to the Constitution of the People’s Republic of China (Draft)” and decided to submit it for consideration at the second meeting of the Tenth National People’s Congress on March 5, 2004. On December 22, 2003, the CPC Central Committee publicly released 14 proposals for constitutional amendment submitted to the NPC Standing Committee to the whole society. For the first time in the course of amending the Constitution, the CPC Central Committee released the full text of its recommendations on the revision of the constitution. The most important thing about constitutional amendment is to write the important concept of “three represents” into the constitution.
