日本在紧锣密鼓声中,于1992年5月出台了Mandara计划(曼陀罗计划).曼陀罗计划是一种与美国正在实施的信息基础设施计划(Nll),亦称信息高速公路计划相抗衡的计划,旨在建设日本面向21世纪的信息基础设施.这个计划由1994—1999年为期5年,计划预算规模为一万亿日元,试图北起北海道南至冲绳,建立10个巨型计算机中心,藉助于3Gb/s的高速网络连接建设成纵贯日本南北的高性能计算空间,使日本成为接受和发送世界科学技术信息的基地;研究与开发巨型计算的应用软件,由初始阶段Alpha直到最后阶段Omega.
