中国农村财政研究会第二届会员代表大会暨第三次农村财政理论讨论会于2月29日至3月4日在北京市怀柔县举行。国务委员兼财政部长王丙乾给大会发来贺信,指出农村财政研究工作一定要贯彻中央十三届八中全会精神,紧紧围绕着经济建设这个中心,面向实际,服务改革,深入研究,真抓实干,努力把研究工作提高到一个新的水平。国务委员陈俊生给大会题词:“加强农村财政研究,促进农村经济发展”。中国财政学会名誉会长戎子和为大会作了书面讲话,指出农村财政研究在指导思想上应继续突出两个原则:第一,坚持从中国基本国情出发,牢固树立以农业为基础的思想。第二,倡导理论联系实际的学风,兢兢业业地做好工作。
