达茂旗,全称达尔罕茂明安联合旗,是内蒙古自治区19个边境旗(市)和33个牧业旗之一,也是包头市唯一以蒙古族为主体、汉族占多数、多民族聚居的边境少数民族地区。近年来,保障和改善民生的财政支出逐年加大,2013年全旗民生支出占财政预算支出的62.72%。这对于一个边境少数民族贫困地区来说,地方财政压力越来越重。为此,达茂旗积极采取有效措施,加强财政资金整合工作,较好地发挥了财政资金的聚合效应。
Damao Banner, the full name of Dahhan Mao Mingan Union Banner, is the Inner Mongolia Autonomous Region 19 border flags (cities) and 33 animal husbandry banners, is also the only Baotou to Mongolian as the mainstay of the Han majority, multi-ethnic settlements border Minority Areas. In recent years, the financial expenditure for ensuring and improving people’s livelihood has been increasing year by year. In 2013, the entire people’s livelihood expenditure accounted for 62.72% of the budget expenditure. This is an increasing pressure on local finance for poor ethnic minority areas on the frontier. To this end, Damao Banner actively take effective measures to strengthen the integration of fiscal funds, better play the polymerization effect of financial funds.
