人们对水坝工程的认识是在争议中不断深化与发展的。自水坝工程在地球上诞生以来,争议就已出现。早期的争议还仅仅是一定区域内的人们围绕当地水坝工程而发表的一些零散的不同意见。到了20世纪,围绕水坝工程的争议有所增强,且影响蔓延到本国以外的其他国家。这些接连起伏的争议描绘出了一幅五彩斑斓的画卷。本文将对20世纪以来国外水坝争议的发展脉络进行阐释,试图厘清争议发展的逻辑演进,并提炼出争议发展的几点基本特征。
People’s understanding of dam construction is constantly deepened and developed in the controversy. Since the dam project was born on the earth, controversy has appeared. The early controversies were still just some scattered disagreements about the local dam projects in a given area. By the 20th century, the controversy surrounding dam construction had intensified and its impact spread to other countries beyond its own borders. These successive ups and downs of the controversy painted a colorful picture. This article will interpret the development of foreign dam controversy since the 20th century, trying to clarify the logical evolution of the controversial development and refining the basic features of the controversial development.
