目前我国进入公共危机的频发期,公共危机管理作为政府公共管理与服务的重要内容,应当由政府担负起相应的责任。但是,政府不是万能的,政府也会失灵。这就需要政府积极与公众、志愿组织合作。但是目前我国的志愿组织还不健全,广泛地、有效地参与公共危机管理还处于起步阶段,其中不乏一些不足之处,这需要我们进行更深层次的研究,提出解决措施。 At present, China has entered a period of frequent public crisis. As an important part of government public management and service, public crisis management should assume the corresponding responsibility by the government. However, the government is not a panacea, the government will fail. This requires the government to actively cooperate with the public and voluntary organizations. However, at present, the volunteer organizations in our country are still not perfect. Extensive and effective participation in public crisis management is still in its infancy. There are some shortcomings, which require us to carry out further research and propose solutions.
