水土流失目前已成为我国的头号环境问题，成为制约社会和经济发展的严重障碍。９０年代以来，党和政府对水土保持工作更加重视，１９９７年４月底“全国第六次水土保持会议”在北京召开，８月底“全国治理水土流失、建设生态农业现场经验交流会”在西北召开，江泽民总书记、李鹏总理等党和国家领导人就加快治理水土流失问题作出了前所未有、高瞻远瞩的重要批示。如何抓住这难得的历史机遇，尽快遏制海河流域水土流失恶化的趋势，再造一个壮丽秀美的新山河，是摆在海河流域各级政府和领导面前的一个重要课题，必须严肃对待，认真落实。
Soil and water loss has now become the top environmental issue in our country and has become a serious obstacle to social and economic development. Since the 1990s, the party and the government have attached more importance to water and soil conservation. At the end of April 1997, the “Sixth National Soil and Water Conservation Conference” was held in Beijing. At the end of August, the "National Experience Meeting on Soil and Water Loss and Building Ecological Agriculture was held in the northwest , General Secretary Jiang Zemin and Premier Li Peng have made unprecedented and forward-looking important instructions on accelerating the control of soil and water loss. How to seize this rare historical opportunity, curb the trend of soil and water loss in the Haihe River Basin as soon as possible, and create a magnificent and beautiful new mountain and river are an important issue before the governments and leaders at all levels of the Haihe River Basin. We must take the situation seriously and implement it earnestly.
