政府信息的开发主要有编制政府信息专题文献、建设政府信息资源库、开发政府信息应用平台三种形式。开发模式则包括政府机关主导的公益开发、公益部门主导的专项开发、市场机构主导的商业开发。在开发过程中,“意识”、“硬件”、“软件”滞后是面临的主要问题,通过完善信息政策法规、建立有效的工作机制、建立多元化的供给体系、制定统一标准等策略可有效推进政府信息资源的开发利用。
The development of government information mainly includes the preparation of thematic literature of government information, the building of government information resource library and the development of government information application platform. Development models include public-sector development led by government agencies, private sector-led special development, and market-driven commercial development. In the process of development, the lag of “consciousness ”, “hardware ” and “software ” is the main problem we face. By improving information policies and regulations, establishing an effective working mechanism, establishing a diversified supply system and formulating a unified Standards and other strategies can effectively promote the development and utilization of government information resources.
