对衡阳市中心血站的工作人员来说,多年来,每年的夏季和冬季是最伤脑筋的两个季节,特别是高温时期,衡阳市中心血站在开展无偿献血活动时常常遭受冷遇,衡阳市中心血站所投放的多台流动采血车,每日接待主动上车自愿献血不到15人次,而衡阳市医疗临床用血量日均约70袋(2万余毫升)。 2005年,按湖南省卫生厅《关于撤销部分县级采供血机构的通知》精神,衡阳市将常宁市、祁东县、耒阳市等县市区中心血库纳入衡阳市中心血站管理,加之县区无偿献血和临床用血的比例不均衡,有的县区无偿献血的献血量不及该县临床用血量的三分之一,更加重了衡阳市医疗用血需求。由于天气酷热,2005年6月,衡阳市进入血源紧张非常时期,为了解决衡阳市医疗用血紧张局面,保障医疗临床用血需求与安全,在衡阳市人民政府的高度关注和精心组织下,衡阳市无偿献血“宣传月”活动7月正式拉开帷幕。7月4日,在衡阳市人民政府会议室召开无偿献血工作座谈会,会上下达了2005年至2006年全市各单位无偿献血指导性计划安排。衡阳市副市长许满意同志在深入分析当前无偿献血工作形势后作了重要指示,并要求共青团衡阳市委、衡阳市红十字会、衡阳献血办共同协调,将在衡阳市团员青年比较集中的相关单位和高等院校组建一支支“无偿献血青年志愿者服务队”和“爱心血库”。 会议结束后,各新闻媒体马上刊登、播放无偿献血公益性广告,大力宣传无偿献血,营造了献血光荣的社会氛围,大大增强了市民贡献社会的责任感。“无偿献血,免费用血”让广大市民认识到,今天献出爱心,将来他人也会同样回报自己,这是应尽的社会义务。
For the staff of the Blood Station in downtown Hengyang, the summer and winter seasons are the two most troublesome years. In particular, during the high temperature period, blood in Hengyang City Central Station often suffers from cold blood during voluntary blood donation activities. In 2005, according to the spirit of the Hunan Provincial Department of Health’s “Notice on Cancelling Some County-level Blood Collection and Supply Institutions,” Hengyang City incorporated central blood banks of Changning City, Qidong County, and Fuyang City into the blood station management in downtown Hengyang City. The proportion of unpaid blood donations and clinical blood use in counties is uneven, and the amount of blood donated by unpaid blood donations in some counties is less than one-third of the clinical blood use in the county, further accentuating the medical blood demand in Hengyang City. Due to the hot weather, in June 2005, Hengyang City entered a period of intense blood supply. In order to solve the medical tensions in Hengyang City and ensure the medical needs and safety of blood for clinical use, the people’s government of Hengyang City has paid close attention to and carefully organized. Hengyang City’s unpaid blood donation “propaganda month” event officially kicked off in July. On July 4th, a symposium on blood donation was held in the conference room of the People’s Government of Hengyang Municipality, and the guiding plan for blood donation from all units in the city from 2005 to 2006 was issued. Vice Mayor Xu Shih of Hengyang City made important instructions after an in-depth analysis of the current situation of unpaid blood donation, and requested that the Communist Youth League Hengyang Municipal Party Committee, Hengyang Red Cross Society, and Hengyang Blood Donation Office coordinate together and will be relatively concentrated in the youth of Hengyang City. Units and colleges and universities set up a branch of “voluntary blood donation youth volunteer service team” and “love blood bank.” After the meeting, the news media immediately published and played public advertisements for blood donations, vigorously promoted unpaid blood donations, and created a social atmosphere of blood donation, which greatly enhanced the public’s sense of responsibility for contributing to society. “Unpaid blood donation and free use of blood” let the general public realize that today they give their love, and in the future, others will also return to themselves. This is a due social obligation.
