开鲁县是内蒙古自治区水利执法体系试点县之一。全县有西辽河、西拉木伦河、新开河、乌力吉木仁河、教来河五条大河。建国以来全县共修筑堤防313公里,开辟大中型灌区8处,建成闸坝桥涵599座、干支斗渠747条,打成各类机电井1.2万多眼,有效灌溉面积达到85万亩,还修有数十座险工和大量的排涝工程,对发展农牧业生产,保卫人民生命财产起到了重要的作用,但由于“重建设,轻管理”的问题长期没有得到解决,因而一些工程不能充分发挥经济效益。有的工程还遭到人为的破坏,给国家和集体经济带来很大损失。
Kailu County is one of the pilot counties in the water law enforcement system of Inner Mongolia Autonomous Region. Some projects have also been artificially destroyed, causing great losses to the state and the collective economy.
