1990年3月在泰国宗迪恩召开的“世界全民教育大会”,通过了《全民教育宣言》及其《行动纲领》。宗迪恩会议、作为一个转折点,使全民教育走向了一个新的时代。6年来,在国际援助机构的支持下,在各国政府和人民的共同努力下,全球范围的全民教育取得丁辉煌的成就;但也碰到了一些障碍和问题。有必要召开一次全球性的国际会议评估一下这6年来的进展。为此,在联合国教科文组织、联合国开发署、联合国儿童基金会以及世界银行的资助下,“国际全民教育咨询论坛中期会议(Mid-Decade Meeting of the International Consultative Forum on Eduation For All)”于1996年6月16—19日在约旦安曼召开。这是继1991年12月巴黎会议、1993年9月新德里会议之后的第三届国际全民教育论坛会议。有250个来自世界各地75个国家的代表出席了这次会议。国家教委原督导办主任张永彪、华东师范大学国际与比较教育研究所副教授石伟平两人代表我国参加了这次会议。会议通过“全体会议”、“专门委员会会议”、“公开讨论会”等形式对宗迪恩会议以来这6年的世界全民教育进展情况进行了全面的评估;肯定了成绩,提出了仍然存在的问题,确定了以后5年的战略重点。这次会议被誉为世界全民教育运动的“加速点”。会议最后通过一份题为《全民教育:?
The World Conference on Education for All held in Zong Din, Thailand in March 1990 adopted the Declaration on Education for All and its Program of Action. Zong Dean conference, as a turning point, made education for all to a new era. Over the past 6 years, with the support of international aid agencies and with the joint efforts of governments and people of various countries, there has been brilliant achievements in education for all around the world. However, some obstacles and problems have also been encountered. It is necessary to hold a global international conference to assess the progress made over the past six years. To this end, the “Mid-Decade Meeting of the International Consultative Forum on Eduation For All” was funded by UNESCO, UNDP, UNICEF and the World Bank in 1996 June 16-19, Amman, Jordan. This is the third International Forum on Education for All following the December 1991 Paris Conference and the September 1993 Delhi Conference. There are 250 delegates from 75 countries around the world attended the meeting. Zhang Yongbiao, former director of the State Education Commission and Shi Weibing, associate professor of the Institute of International and Comparative Education at East China Normal University, attended the meeting on behalf of our country. The conference conducted a comprehensive assessment of the progress of the world education for all (EFA) in the six years since the Zong Deen Conference through plenary sessions, special committee meetings and public seminars.
