一个时期以来,对国有企业绩效评判有一种广为流传的观点,即国有企业不如非国有企业,非国有经济已取代国有经济成为我国经济增长的主要推动者。其论据主要有:从增长速度看,国有经济的增长速度慢于非国有经济。从产值比重看,国有工业产值占全部工业产值的比重连年下降,而非国有工业的产值比重则明显上升。从亏损状况看,国有企业亏损额、亏损面都有提高。笔者认为,这三个论据缺乏科学性、全面性与公正性。
For a period of time, there has been a widespread view on the performance evaluation of state-owned enterprises. That is, state-owned enterprises are not as good as non-state-owned enterprises, and non-state-owned economies have replaced state-owned economy as the main driver of China’s economic growth. Its arguments mainly include: From the perspective of growth rate, the growth rate of the state-owned economy is slower than that of the non-state-owned economy. From the perspective of the ratio of output value, the proportion of state-owned industrial output value to total industrial output value has decreased year after year, while the proportion of non-state-owned industrial production value has increased significantly. From the perspective of losses, the losses and losses of state-owned enterprises have increased. The author believes that these three arguments lack scientificity, comprehensiveness, and impartiality.
