湖北作为教育大省,其城乡教育失衡的矛盾日益凸显,为了促进城乡教育均衡发展,实现教育公平目标,2004年政府出台了“农村资教行动计划”教育政策。从政策内容分析的角度来看:通过政府出资买岗的形式,以优惠政策鼓励一批大学优秀应届毕业生到贫困县农村乡镇学校去任教,服务期为三年,以缓解农村教师荒问题,提高农村教育水平。它是落实教育为人民服务的实际行动,是优化教育资源配置、促进教育公平的重要举措,同时也是促进高校毕业生就业的有效渠道。从政策价值分析的角度来看,它体现了弱势补偿的价值取向。本文针对此项教育政策的不完善之处提出了一些政策建议。
As a major education province, Hubei has become increasingly contradictory with the unbalanced education between urban and rural areas. In this paper, some policy suggestions are put forward based on the imperfection of this educational policy.
