英国核决策始终注重其秘密性,首相及其心腹大臣组成的人数极少的原子能顾问委员会构成了英国早期核决策的核心。首相与内阁是核心决策机构,议会是重要决策机构,财政部、国防部、外交及联邦事务部与相关部门文职官员发挥重要作用。英国核决策是其国家政治势力博弈和国家利益权衡的结果,受到国际环境、政党政治、经济条件、大众舆论和战略文化的深刻影响。
Nuclear decision-making in the United Kingdom has always focused on its secrecy, and the very small number of atomic energy advisory committees formed by the Prime Minister and his meek ministers constitute the core of early British nuclear decision-making. The Prime Minister and the Cabinet are the core decision-making bodies. Parliaments are important decision-making bodies, and the MofCom, Defense, Foreign and Commonwealth offices and civilian officials of relevant departments play an important role. British nuclear decision-making is the result of the game of national political forces and the balance of national interests, which is deeply influenced by the international environment, political parties, economic conditions, public opinion and strategic culture.
