我国有丰富的水力资源,除大江大河外,中小河流遍布全国各地,蕴藏着十分丰富的小水电资源.建国三十多年来,随着我国电力事业的不断发展和人民物质文化生活水平的进一步提高,小水电资源也得到了一定程度的开发利用,这对山区及农村经济的发展起了重要的促进作用.但它的发展还不够普遍,特别是在广大的老、少、边、穷地区对电力开发建设还很缓慢.为了解决上述地区的电力供应问题,国家大力提倡、鼓励、支持地方集资兴办小水电,以弥补大电网供电的不足,并对小水电开发实行多项优惠政策,以提高地方办电的积极性.随着经济体制的改革,农村山区人民对电力的需求更加迫切,小水电资源的开发利用必将引起人们的普遍重视.与其它工程建设项目一样,影响小水电资源开发利用的主要因素是资金不足.根据目前我国的经济状况,如何降低工程造价,压缩一次性投资,是加快小水电建设步伐的关键.因此,本文拟通过对小型水电站技术供水方式选择的安全可靠性及经济合理性分析,以探索从设计方面降低工程造价的途径.
