At present, the national and local governments mainly promote the strategic emerging industries agglomeration area through pilot projects so as to realize the agglomeration and development of strategic emerging industries. The strategic development of agglomeration of new industries requires not only breakthrough technology innovation-driven but also highly reliance on system innovation, mechanism innovation, policy innovation and environmental innovation, which are the micro-exploration and practice of innovation-oriented nation-building.
