Low clouds, precipitation, heavy fog and high winds are the most common meteorological elements that affect air travel. In the history of international aviation flight, the largest proportion of flying accidents were caused by low clouds and precipitation. In China, according to the statistics of 245 serious weather-related serious flight accidents from 1951 to 1988 in our country, the first is also the most accidents caused by low-level precipitation, accounting for 55.5%, followed by heavy fog and again strong winds. In terms of civil aviation, according to the information released by ICAO from 1979 to 1989, there were a total of 1447 flight accidents in these eleven years
