根据近年来教师队伍建设,特别是师德建设中出现的新情况、新问题、新特点,教育部和中国教科文卫体工会全国委员会在2008年9月1日联合颁发了新修订的《中小学教师职业道德规范》。师德规范不是有强制性的法律,只是一个行业性的纪律,是倡导性的要求,但它具有自身的针对性和现实性。师德规范的真正落实,还需各方,特别是广大教师、学校和社会各方面的共同努力。
