我国近20年的扶贫开发工作主要侧重于对财、物的投入, 致使各级财政总觉力不从心、捉襟见肘,而贫困地区却感杯水车薪、于事 无补。产生这种状况的根源就在于当前众多贫困地区发展的首要障碍不是 财物的匮乏,而是有效扶贫制度的缺失,这一点在环首都地带表现尤为突 出。本文以该地区的制度建设为切入点以期另辟扶贫开发蹊径。 Poverty alleviation and development work in the past two decades in our country has mainly focused on the investment in finance and materials, resulting in the total financial burden on all levels of government being inadequate and hard-pressed. However, the impoverished areas are feeling a drop in the bucket and will not help. The root cause of this situation is that the primary obstacle to the development of many poverty-stricken areas is not the lack of property but rather the absence of an effective system of helping the poor. This is particularly evident in the Central Capital Region. In this paper, the institutional building in the region as a starting point to open the path of development of the poor.
