中国华北电力集团公司承德供电公司在1994年就制定了《承德供电公司职工思想政治工作条例》,去年又制定了《供电企业思想政治工作定位导则》。经过不断的探索和完善,在公司推行了“一岗两责”和四级思想政治工作责任制,上自党委书记、公司经理、总工到各职能科室负责人,下自各党支部书记、分公司经理(主任)到各车间班组长、党团员、职工,都担负着思想政治工作与生产经营“一岗两责”的双重责任。这样,使各级行政领导不仅是本单位生产经营的第一责任者,同时也是思想政治工作的第一责任者;政工干部不仅是思想政治工作的主要责任者,而且对企业安全生产也负同等责任。
In 1994, Chengde Power Supply Company of North China Electric Power Group Company formulated the Regulations on the Work of Ideological and Political Work of Workers and Staff in Chengde Power Supply Company. Last year, it also formulated Guideline for Positioning of Ideological and Political Work in Power Supply Enterprises. After continuous exploration and improvement, the company has implemented the responsibility system of “one post and two duties” and four levels of ideological and political work. Since the appointment of party committee secretary, company manager and general manager to heads of various functional departments, Company managers (director) to the workshop team leader, party members, workers, are responsible for the ideological and political work and production and management, “one post two responsibility” dual responsibility. In this way, the administrative leadership at all levels is not only the first responsible person in the production and management of this unit, but also the first responsible person in ideological and political work. Political and military cadres are not only the main responsible persons for ideological and political work but also have equal safety in production responsibility.
