人大授权改革,既要授权也要监督

既授权,又监督,是时代赋予人大的改革使命和历史责任,进而为转型期的中国,开辟出一条改革与法治双赢的成功之路。以授权方式启动多个领域的试点改革,是最近两三年全国人大常委会行权的一大特色。比如在行政审批制度改革领域,先后三次通过相关决定,分别授权国务院在广东省和上海、广东、天津、福建自贸区等特定区域暂时调整有关法律规定的行政审批; Both authorizing and supervising are the mission of reform and historic responsibility entrusted by the people’s congresses to the times, thus opening up a successful road to win-win reform and the rule of law for the transitional China. Launching the pilot reform in various fields with authorization has been a major feature of the exercise of the powers of the NPC Standing Committee in the recent two to three years. For example, in the field of reform of the administrative examination and approval system, China has successively passed the relevant decisions three times and respectively authorized the State Council to temporarily adjust the administrative examination and approval of the relevant laws and regulations in certain regions such as Guangdong and Shanghai, Guangdong, Tianjin and Fujian Free Trade Zone.
